Supporting Transparency and Democratic Governance in Kosovo
Luxembourg continues to reaffirm its strong commitment to democratic governance, transparency, and institutional development in Kosovo through its support through the project “Sustainable and Inclusive Growth in Kosovo.” A key milestone of this cooperation is the successful introduction of an electronic voting (e-voting) system in the Assembly of Kosovo, now fully operational since September 2024.
The e-voting system represents not only a technological innovation but also a meaningful democratic advancement. By enabling near real-time access to parliamentary voting records, the system enhances transparency and strengthens accountability between elected representatives and citizens. Public access to this information contributes to building trust in democratic institutions and reinforces the credibility of parliamentary processes.
In a broader context, this initiative aligns with ongoing efforts to improve institutional performance and responsiveness, as highlighted in international assessments that have encouraged the Assembly to modernize its internal procedures and ensure effective oversight.
The new system has been tailored to Kosovo’s legal and procedural framework. It includes a central control unit, dedicated interfaces for parliamentary leadership and members, and an integrated system for voting and interpretation. Its advanced features, such as real-time voting displays, multilingual functionality, and enhanced security, support efficient session management while ensuring accessibility and inclusiveness for all participants.
The project has gone beyond technical installation. It has ensured that Assembly staff are fully trained to operate, manage, and maintain the system, contributing to its long-term sustainability. Maintenance protocols have also been established, ensuring the system continues to function reliably in the future.
Importantly, all voting results are now systematically published on the Assembly’s website, providing citizens, media, and stakeholders with direct and transparent access to parliamentary decisions.
Recognising that technology alone is not sufficient to strengthen public confidence, Luxembourg has supported a comprehensive communication campaign launched early this year. This initiative includes a series of informative videos (watch the videos here) and a broader media outreach strategy across digital platforms, television broadcasters, and social media channels to improve public understanding of how the Assembly operates, promote transparency in decision-making processes and reinforce trust in the independence and integrity of the institution.
Luxembourg’s support to the Assembly of Kosovo reflects a broader partnership focused on strengthening democratic institutions, promoting good governance, and supporting Kosovo’s European integration path.
The successful implementation of the e-voting system is a tangible example of how targeted investments in technology, capacity-building, and communication can contribute to more transparent, efficient, and accountable governance.
