3CIS Chooses Luxembourg as Gateway for European Expansion
Kosovo-based telecom services specialist 3CIS has selected Luxembourg as its new European headquarters, marking a strategic milestone in its long-term expansion across the continent. The decision, finalized in 2025, underscores Luxembourg’s role as a leading hub for companies seeking stability, connectivity, and a highly supportive business environment at the heart of Europe.
A Growing Telecom Success Story
Founded in 2008 by Chicago-based engineer Kujtim Tali, 3CIS was born from a vision to build a world-class technology company rooted in Kosovo. With professional experience at major telecom players including AT&T, Cisco, Juniper Networks and Tellabs, Mr. Tali launched 3CIS with just five employees. The company quickly became involved in the global rollout of 3G networks and rapidly expanded to 40 employees within months.
For more than a decade, 3CIS’s operations were centred primarily in North America, serving leading telecom and enterprise clients with complex network engineering services. While the company had secured projects in Europe and beyond, its leadership recognized that the European market held significant untapped potential. To access new opportunities, 3CIS first relocated its headquarters to Hungary in 2020.
As its European ambitions grew, the company began evaluating locations that could offer optimal access to EU markets. After considering several destinations, Luxembourg and Ireland emerged as the leading candidates.
Why Luxembourg? A Strategic Choice
Following a detailed assessment, 3CIS chose Luxembourg as the ideal location to accelerate its European expansion.
“We thought Luxembourg was going to give us a better chance,” explains founder and CEO Kujtim Tali. “It is in the middle of Europe, close to everything. Luxembourg’s economic stability is reassuring, tax laws are competitive, and the government actively supports businesses looking to grow.”
From this central hub, the company is now focused on expanding its client base across the European Union.
“Based on our experience in North America, we can bring valuable technology to the region as a telecom integrator in Europe, with Luxembourg as our base,” Mr. Tali notes.
Investing in the Region’s Digital Future
Beyond its commercial activities, 3CIS is also contributing to broader technological development in the region. In October 2025, the company signed an agreement with the European Commission to build a Western Balkans AI-focused data centre aimed at supporting scientific research and education in artificial intelligence. The company hopes that Luxembourg partners will be able to join this major initiative.

“Being here will make it much easier for us to operate across the EU,” he says. “With our European expansion from Luxembourg now underway, we are ready to grow.”
