The Luxembourg Ministry of Foreign and European Affairs supports technical assistance to the Kosovo Institute for Public Administration (KIPA)

Within the framework of its technical assistance cooperation programme for Kosovo, the Luxembourg Ministry of Foreign and European Affairs has supported a combined training and consultancy mission to the Kosovo Institute of Public Administration (KIPA).  The mission provided the second of three Train-the-Trainers modules for KIPA management and training officers and separate meetings with KIPA’s management and the deputy minister for public administration.  The mission took place on location in Pristina during 1 – 4 March 2022.

While the first Train-the-Trainers module focused on the learning and training programme cycles, this second module focused on training skills as well as the management and evaluation of training.  The third module, which will take place at the end of April 2022, will focus on how to make online training and presentations more attractive and impactful. 

The consultancy meetings with KIPA’s Management and with the deputy minister of the Ministry of Internal Affairs with responsibility for public administration, Dr. Bardhyl Dobra, discussed the ongoing legislative and institutional reforms of KIPA, the overall aims of which include to clarify KIPA’s role in the future as well as to strengthen its capacities to deliver targeted training support to the public administration in Kosovo at both central and local government level.  The meeting provided the opportunity to compare the current reform ideas with experiences from neighbouring countries as well as selected EU member states including Luxembourg.

All of the above mentioned technical assistance were delivered by the Luxembourg-based antenna of the European Institute of Public Administration (EIPA) under a convention awarded by the Luxembourg Ministry of Foreign and European Affairs. The over-arching objectives of Luxembourg’s technical assistance programme for Kosovo are to support the entrenchment of the respect for the rule of law and to advance Kosovo’s European integration efforts through training and other institution and capacity building services in Kosovo, in line with the recommendations of the European Commission’s annual enlargement report on Kosovo.
